Research On The Two-Level Power Allocation Of Universities And Secondary Colleges In Z Province Based On “Relaxing,Governing And Serving”Viewpoint

The Two-level Power Allocation of Universities and Secondary Colleges is the vertical distribution of power in universities.A reasonable two-level power distribution is conducive to reducing the difficulty of cooperation and division of labor at all levels,and increase the accountability of staff at all levels,and improve the efficiency of running school and promote the overall development of the school.With the modernization of higher education governance system and governance capacity,there is more and more school-running autonomy of Universities.However,the two-level power distribution is not reasonable now.Power is largely concentrated at the university level,that inhibits the development of the college.The connotation of the "Relaxing,Governing and Serving" is "streamlining administration,delegating power,strengthening regulation and improving services".How to optimize the allocation of power structure of universities through the reform of "Relaxing,Governing and Serving" is a breach that consummating the university internal governance.Z province is the pilot area of the reform of "Relaxing,Governing and Serving",which have lot of exploration and experience.The main content of this study is to clear the current situation of the Two-level Power Allocation of Universities and Secondary Colleges in Z province and optimize the allocation.According to the historical investigation of the Two-level Power Allocation and combining the connotation of the " Relaxing,Governing and Serving",the reasonable power allocation is Resource-based power should be rationally delegated,while business-oriented power should be boldly delegated,and to build a perfect supervision system and provide quality service.With the help of qualitative analysis software--NVivo 11,this study analyzes the statutes of six sample universities and find there are some problems of static allocation,like lacking of immediacy and innovation of the statutes,less specific content of resource-based power,low proportion of business-oriented power.According to the ideal allocation,this study compiled the questionnaire about the basic situation of the college,the decentralization of power,the supervision of power,the service of power and the overall evaluation of the allocation of power.A total of 121 valid questionnaires were obtained from collegeleaders and teachers of 12 sample universities.Through the analysis,the study finds that there are three kinds of power distribution modes: centralized power,transitional power of colleges,and decentralized power of colleges,the transitional power of colleges is the main model.According to the current situation of power allocation,this study compiled the interview outline about the problems and reasons of the Two-level Power Allocation and interviewed five college professors.From what has been discussed above,there are many problems about the Two-level Power Allocation in Z province.Specifically,it means decentralization is irregular,unbalanced,inadequate and uncoordinated,supervision of power is not perfect,service of power is imperfect.These problems are caused by the limitation of the autonomy of running a school,the inadequate understanding of the relationship between the university and college,and the mismatch of the level of governance of the school.Based on the above analysis,the study finds that the premise of optimizing the Two-level Power Allocation is to ensure that the government gives universities the autonomy to run schools as much as possible.The government should respect and believe in universities and expand and implement the autonomy of universities by strengthening education legal construction and system reform.The path of optimizing the Two-level Power Allocation is promoting the role change of universities and secondary colleges.Firstly,to promote the role transformation of regulated universities to service-oriented universities.The colleges and universities should taking "Relaxing,Governing and Serving" Reform as the Starting Point,and perfect the system construction and improve the legalization of power allocation,and explore the management system of classified list,establish a list of rights and responsibilities for resource-based power,explore a negative list for business-oriented power,and standardize and supervise the delegation of power,and make clear the main body and content,design and result application and method of target assessment,so as to enhance the enforceability of target management mode,and reform the management system and change the evaluation methods of the functional departments to make clear the service orientation of the administrative departments.Secondly,to promote the role transformation of dependent colleges to autonomous colleges.The colleges should taking "Substantive" Reform as the Starting Point,and enhance trust between universities and secondary colleges by clarifying the dean's responsibilities,and improving Dean's Professional Level.It is necessary to ensure the decentralization and continuity of power by improving the internal governance structure about the reasonable operation of the decision-making,execution and supervision power of the secondary colleges.
