Fundamental education is the cornerstone of the entire educational buildings. If we ignore or undermine fundamental education, higher education will not only become a castle in the air, but also can be more haste, less speed, restricting the coordinated development of the entire education system. Foreign governments' role in the development of fundamental education has gradually matured; they have formed their unique experiences. However, because China has a large population, weak economic foundation and its economy is different between regions, between urban and rural, fundamental education result in unbalanced development and different development models at different stages and in different regions, different schools of the same area, and between urban and rural areas. Because of this kind of situation, which type development pattern can promote the fundamental education balanced development and what role the government to be supposed to play in still need to be explored.By a thorough analysis about fundamental education, its concept, character and development targets are made clear. And it is also expounded further that the responsibilities and obligations which the government should burden in fundamental education stage. At the same time, by analyzing the current situation of fundamental education and the present finances state of our country, fundamental educational pluralism and balanced interaction pattern, which is under the leader of the government, is structured to overcome a variety of abuses which appear during the development of fundamental education by the interaction of pluralism and balance, so that the aim of fundamental education can be achieved smoothly. After analyzing the role government should play in among performs, the article talks about the possible misunderstanding the government may fall in and puts forward the corresponding countermeasures, and this can help make up for shortcomings in this area. All of this can give an impetus to the smooth implementation of fundamental educational pluralism and balanced interaction pattern, and effectively resolve the shortage of funds for fundamental education and achieve a balanced development of fundamental education, which is certainly in a practical sense.
