An Empirical Study Of Government Responsibility In Innovation And Entrepreneurship Education In Colleges And Universities

Developing the innovation and entrepreneurship education has become the inevitable trend of China's higher education reform and development. The innovation and entrepreneurship education in colleges which has strong openness, practicality and sociality needs the participation and support of the government, and the various responsibilities of government have an effect on it.Therefore it is very important to research and improve the government responsibility in the innovation and entrepreneurship education.Based on the theory of new public management and public product, the policy evolution of the innovation and entrepreneurship education in China and the role of foreign governments in the innovation and entrepreneurship education,the research defines the responsibility sharing model of government, university, society and students and constructs an ideal framework of government responsibility in the innovation and entrepreneurship education:macro guidance, resource allocation, service guarantee and atmosphere constructing. The research which is based on the ideal framework of government responsibility establishes the evaluation index system about the government should undertake in the innovation and entrepreneurship education.In this research, the college students and teachers from Jiangsu Province, who are involved with innovation and entrepreneurship education are investigated by using questionnaire. And then the data got from the questionnaire are analyzed by means of descriptive statistics, deductive statistics and structural equation model analysis so that we can find out problems in the innovation and entrepreneurship education.There are problems with the government responsibility in the innovation and entrepreneurship education, which are the lack of effective supervision mechanism, the low efficiency of resource allocation, the lack of hierarchical education,and support for teachers.The reasons of these problems are the lack of awareness of limited government, weakness of coordination ability and ignorance of the regularity and actual needs in the innovation and entrepreneurship education. In order to improve the support of the government in innovation and entrepreneurship education,improving the policy support, optimizing the allocation of resources, strengthening service guarantee and enriching the social support is the motivation.
