So the education development directive defines the knowledge holding of labor force in a nation or region, the national character development and the formation of manpower resources and manpower capital. In the end of 2004, there were 5.33 million students in all level and kinds schools, occupied 20.4 percent of whole provincial population. They are both the enjoyment of the education resources, and the manpower of socioeconomic development of Gansu in the future. It has proved by the development nations that the benefit rate of manpower investment is higher much than that of substance capital. And as the same theory, the education investment of Gansu in current will define the benefit and efficiency of economic development in the future. Therefore, it is very important to pay attention to optimize and dispose the education resources, enlarge the education capital inputs for manpower resources, improve the utilization efficiency and benefit of education resources, which directly define the formation of manpower and socioeconomic development of Gansu in the future.Based on summarizing and analyzing comprehensively the education economics about the theory of education investment and local education investment, this article analyses the education investment, the education expenses and some questions about them in Gansu, and puts off the countermeasure and suggestion of the investment of education of Gansu: 1. To raise utilization ratio of education fund. 2. To establish the investment channel in many ways. 3. To establish the system of reward, and encourage the society fund to invest education. 4. To complete the laws and rules for the education investment. 5. To make a scientific management policy for appraising the education investment.
