Research On The Current Situation And Countermeasure Of Higher Vocational Education Funds Investment In Jiangxi Province

Higher vocational education in Jiangxi Province has made gratifying achievements since its development.Until 2017,24 higher vocational colleges run by ordinary undergraduates and 57 independent higher vocational colleges in Jiangxi Province have trained more than 5 million students in Higher Vocational education.Higher vocational education promotes the process of popularization of higher education in Jiangxi Province,and at the same time guarantees the supply of talents from all walks of life in Jiangxi Province.However,the development of higher vocational education is not smooth sailing.With the continuous expansion of the scale of Higher Vocational Education in Jiangxi Province and the establishment of the national "double first-class" higher education,there are more and more factors restricting the development of Higher Vocational education,among which the problem of investment in higher vocational education is particularly prominent.This paper takes the investment of Higher Vocational Education in Jiangxi Province as the research object,adopts the methods of documentation,statistical analysis and comparative research,and based on the data of 2007-2016,analyses the current situation of investment in Higher Vocational Education in Jiangxi Province,finds out the problems and causes through the analysis of the current situation,and puts forward new ideas and frameworks for the construction of the investment system of Higher Vocational Education in Jiangxi Province.Suggestions and suggestions are put forward.The specific research contents are as follows:The first chapter,introduction.This paper mainly introduces the research background,research significance,domestic and foreign research summaries,research methods,research routes,innovation and shortcomings of Higher Vocational Education in Jiangxi Province.The second chapter,theoretical basis.The theoretical basis mainly discusses the three theories of foreign public goods theory,human capital theory and cost-sharing theory.It not only combs the historical context of these three theories,but also elaborates the related contents of Higher Vocational Education in theory,which lays a theoretical foundation for the research of higher vocational education funds investment in Jiangxi Province.The third chapter,the current situation of investment in Higher Vocational Education in Jiangxi Province.This part mainly refers to the statistics yearbook of China's educational expenditure,Jiangxi Education Statistical Yearbook and the data of the National Statistical Bureau and Jiangxi Statistical Bureau on the investment of higher vocational education funds from 2007 to 2016.It chooses the total amount of educational expenditure,the educational expenditure within the public financial budget,the source structure of funds,and the per capita educational expenditure to discuss in order to be more objective.More in-depth understanding of the current situation of investment in Higher Vocational Education in Jiangxi Province.The fourth chapter: The main problems in the investment of higher education funds in Jiangxi Province.This paper compares the data of higher vocational education investment in Jiangxi Province with the general undergraduate education investment in Jiangxi Province,the higher vocational education investment in the East and west of Jiangxi Province,and the national higher vocational education investment,and summarizes the main existing problems.These problems include insufficient total investment,insufficient guarantee of per capita education funds,unreasonable structure of funding sources,insufficient public funds,etc.The fifth chapter is about the reasons for the investment of higher vocational education funds in Jiangxi Province.This part is mainly from the government,society and the development of Higher Vocational Colleges three aspects,multi-dimensional to find out the reasons that hinder the investment of higher vocational education funds in Jiangxi Province.The sixth chapter is the foothold of the article and the key to the research.Starting from the actual situation of Jiangxi Province,this paper finds out the countermeasures and suggestions for the investment of higher vocational education funds,mainly from four aspects: firstly,the government should increase the investment of higher vocational education funds;secondly,it should improve the diversified investment mechanism of educational funds;thirdly,it should establish the guarantee and supervision mechanism of investment of educational funds;and fourthly,it should improve the development of higher vocational education itself.Through these four points,the author puts forward suggestions and opinions to improve the funding of Higher Vocational education.
