During recent years, junior middle school students'cheating in the exams has become serious due to various reasons .It affects the basic function of examination and has become a big problem of teaching quality. The author has invested some students and teachers of three middle schools in Dandong through questionnaire and interviewing. The results indicate that test cheating is serious among the students .The reasons are very complicated, coming from the students'psychology, test system and reasons from society, schools and families. Test cheating is also connected with some teachers when they invigilate, they do not fulfill their duty or carry out test discipline. Test cheating destroys the principle of fairness, school spirit and the development of education. It has severe bad influence. According to the above circumstances, put forward some suggestions and some ways , to emphasize how to get effective counter-cheating measures and reduce test cheating to a degree, to ensure the reality and accuracy of teaching and the basic function of exams including the following :improve test system, establish scientific evaluating system, strengthen thought educating, especially honesty-trustworthiness education, to improve the students'moral level, change the traditional teaching model, deepen teaching reform, and adopt various methods to strengthen the management of examination.
