Art in the primary schools is an indivisible part of the basic education, also one of the compulsory subjects to the pupils who receive the compulsory education. Art plays an irreplaceable role in the basic education because of the special value of art education, and art in the primary schools has enormous function and advantages on enhancing the national citizen's quality. However, the role of art in"Xiaosanmen"(Music, Art and Physical Education) of schools hasn't changed thoroughly for long. Therefore its significant strategic role hasn't been emphasized widely and art in the primary schools doesn't bring into full play actually. The status in quo of art in the primary schools in practice is worrying, and there is a big gap to meet the demand of new course. Based on the issue, author of the thesis chooses some primary schools in Shenyang as object of study, adopts qualitative research as value orientation, specifically utilizes the methods like observation, interview or questionnaire etc., to analyze and study the status in quo of art teaching in the primary schools and the factors that affect art. The survey result shows that owing to the restrictions of Shenyang's economic conditions and the influence of textbooks, teachers, environment and educational views formed for years, so the rate of art lessons beginning in the primary schools are guaranteed in form, but there still exist some problems such as the scarcity of art resources, unenlightened information of art education, low status of art and art teachers, laggard teaching equipment, unscientific evaluation to art teaching, lag teaching views of art teachers, lower level of art scientific research and the training formalization of new art course. All of above factors cause the art teachers to have weak teaching faith and lower enthusiasm for the work, also cause the students to lack of learning initiative, which badly affect the sustainable development of art in the primary schools of Shenyang and thus affect the requirement of quality-oriented education on people's harmonious and all-round development. Therefore, author of the thesis analyzes the problems and contradiction that exist in art of primary schools of Shenyang, thinks over its status in quo of development and sets up the overall goal of art development in primary schools of Shenyang, preliminarily forms the fundamental framework of art system of primary schools with local characteristic and updates teachers'educational views; establishes teachers'integrated knowledge structure and adjusts teaching behaviors; innovates teaching method and improves teaching efficiency in class; renews teaching means and enriches instructional mode; sets up systematic evaluation system; seeks for teaching support and thus makes the students form basic art makings, improve the ability of beauty appreciation, hasten the students'individuality formation and overall development and boost quality-oriented education.
