This dissertation regards the primary and secondary schools in Shenyang city and countiesarea as the reach objects. The physical educational situation of the primary and secondaryschools in Shenyang city and counties could be investigated by using the literature method,questionnaire method, comparative analysis method, mathematical statistic method andsumming-up method. The aim of this investigation is to realize the developing situation of PEteachers, physical education, physical activities, sporting equipment and field, PE teachers’social activities and quality improvement. Moreover, this paper pointed out the advantages anddisadvantages of the physical education of the primary and secondary schools and provided somerecommendation. It might make some contribution to the institutional development of relatedadministrative department and primary and secondary schools in Shenyang city and counties.This dissertation investigated the data of421primary and secondary schools in Shenyangcity and counties and discovered some phenomenon. Firstly, the amount of PE teachers inShenyang city and county primary and secondary schools cannot meet the demand, andeducational structure is not reasonable. To be specific, there are226primary and secondaryschools lacking of PE teachers, which occupies56.36%of the total. Moreover, the male/femaleratio of PE teachers is3.3:1. It shows that there is a lack of female PE teachers, and even someschools do not have any female PE teachers. Besides, most PE teachers have college degree orabove, and the percentage of Level1PE teachers’ title is90.63%, so the degree and certificate ofPE teachers is reasonable.Additionally, there are351primary and secondary schools in Shenyang city and countiesexecute the syllabus issued by the National Ministry of education, which occupies87.52%, andanother45schools use self-designed teaching materials. However, the self-designed ability ofPE teachers is not good. The rest of schools do not follow the syllabus and without teachingmaterials. The major teaching method is traditional divided groups in a single class based on theteaching content, and a few schools use divided groups in a single class or combined classesaccording to the hobbies and gender. The investigational structure of physical education isunbalanced, and more than half of these schools conduct one PE investigating activities monthly.Thirdly, the extracurricular PE activities and training in Shenyang city and counties isoverlooked. The amount of schools with less than five hours PE activities accounts for32.92%of total. Moreover, the amount of schools that without representative teams takes up56.86%. By contrast, the ratio of lesson hold gymnastics is100%, so the overall situation is very good.Fourthly, the allocation of outdoor playground is insufficient and the structure isunreasonable. The amount of schools that have indoor sports ground is less than10%. Moreover,the equipment is limited, and just35.41%of total sample schools have enough physicalequipment. The lack of sports ground and equipment is one of the most significant factors thataffect the development of physical education and health in the Shenyang city’s and counties’primary and secondary schools.Fifthly, the PE teachers’ participating condition of judgment in different level competitionis comparatively good, which lays the foundation of holding sport competition and improvingquality.Finally, the main way for the Shenyang city and counties’ primary and secondary teachersto improve self-quality is participating short-term training, and there are about88.78%ofprimary and secondary teachers have taken part in the short-term training in order to improvethemselves.
