At present, the professional development of teachers has become one of the trends of thought in the field of education all over the world. Teachers'education is undergoing change from focusing on quantitative expansion to quality improvement. In Shandong Province, this kind of pressure even becomes heavier. With the popularization of higher education, there are many problems emerging in educational history, cultural accomplishment and teaching skills among teachers. The novice teachers usually have unfamiliar teaching skills, single teaching methods, and weak and narrow professional foundation. That has become a"bottleneck"and had a direct negative impact on the future development of primary and secondary education in Shandong. In order to break the"bottleneck", teachers'education must be reformed profoundly from the point of view of value orientation, training modes, teaching methods, curriculum and many other aspects. In this reform, optimization of teachers'education curriculum is at the core."Curriculum is the heart of education."The curriculum of teacher's education is the most direct and stablest factor to upgrade the quality of teachers. Only through the curriculum setting can the purpose of education be carried out, the process of school education be standardized, and the overall structure of teachers'education be optimized. Generally speaking, the basic quality of primary and secondary school teachers is good in Shandong Province. This means that there are some successful experiences which can be learnt from in Shandong Province. However, influenced and restricted by many factors, Shandong still has many problems in its curriculum idea, structure and content in the current teachers'education for primary and secondary schools. In 2004, Shandong Province became one of experimental bases for the high school curriculum reform. As an important province in economy, population and education, Shandong faces the vital and urgent task to cultivate teachers with high quality, reasonable age structure and educational history in the future. This study studies the present situation and countermeasures of curriculum system of pre-vocational education for primary and secondary school teachers, analyzes the necessity and feasibility of curriculum reform of teachers'pre-vocational education, and constructs a diversified curriculum system. That will be helpful to the professional development of teachers and be conducive to promoting curriculum reform for basic education.
