The balanced development of education as a social focus pay close attention by all the people is put in the law of compulsory education, but the spatial of development of school is getting bigger and bigger. The big school depends on the abundance capital grow in strength, however, the school which do not have ensure investments has little development, the reason is not just the school, such as the poor teaching equipments and teachers. I think the reason is the weakness of policy by investigation a school. The environment of educational policy is my study point. In my eyes, it includes two aspects, firstly, is the system of policy: government publish policy of command regulations documents standard, etc. secondly, it is policy performer.This essay analyze M school's difficult position and advantages disadvantages during it's process of developing and the feeling of headmaster teachers students parents by qualitative research. Discuss the environment of educational policy from microcosmic perspective. I came to the conclusion by investigate M school and former study: the educational policy of local authority is the most important factor to restrict developing of a school, it will be better to have a reasonable policy to guarantee the balanced development of education.There are four parts of this essay:1. Analyze the reason of pose the question and the researching background2. Discuss the method of qualitative research3. Research the outcome, arrange analyze summarize the materials.4. The deeper discuss of former research method and outcome.
