No matter from the fiscal and tax incentives and other aspects, the government has invested huge funds on preschool education, and in sharp contrast to China’s preschool education-lacking of government investment.Therefore, our country attaches great importance to the development of preschool education in recent years, preschool education has become the focus of government work, the focus of the public opinion. And what kind of role play, what is the next step in the development direction of preschool education, the government should assume what responsibility, what is the attribute of preschool education, how to make the preschool education financial investment and expenditure structure to develop the ability to achieve optimal configuration to achieve efficiency and fairness, are urgent problems to be solved, and also is this paper focuses of research.
