Study On The Management Of The Scientific And Technological Achievements In Universities Based On Chaos Theory

With the emergence of the economical globalization, the management of science and technology in universities has been assuming more and more roles and missions. And it is very much influence on yield, application and protection of intellective achievements of science and technology especially if the achievements of science and technology is managed successfully or not.Immanent mechanism of the management of science and technology in universities has not known correctly due to historical and realistic reasons and there is certain difference for management need of the socialist market economy. Therefore, how to promote the management of science and technology in universities has been one of the most noticeable issues in the academia. But chaos theory is of unique superiority in solving the mentioned problems and will be able to offer a new method for solving the problems.Considering that the main management content such as forecast management, evaluation management, harmonious management and generalization management are of obvious chaos characteristic, therefore, application of chaos theory on forecast management, evaluation management, harmonious management and generalization management of the achievements of science and technology in universities in this paper is mainly discussed based on chaos phenomena analysis of the management of science and technology in universities. The main research works of the paper are expressed as:(1)Forecasting theories and methods about management system of the achievements of science and technology in universities are studied by using of chaos theory, and the results reveal that it is able to be forecasted short-term chaos behavior in the management system of the achievements of science and technology in universities.(2)A chaos model of generalization management of the achievements of science and technology in universities is established, which can give supervisors chaos analysis methods of generalization management of the achievements of science and technology in universities.(3)Chaos theory is used to study deeply the evaluation management, harmonious management of the achievements of science and technology in universities, and a new chaos management pattern is offered to the evaluation management, harmonious management of the achievements of science and technology in universities.In a word, chaos behavior in the management system of the achievements of science and technology in universities can not only be beneficial or harmful or neutral, but also be usable or controllable or avertable. The supervisors must correctly dispose chaos behavior in the management system based on systemic and dialectic viewpoint and the management system of science and technology in universities will be assuming more and more positive actions in the comprehensive social advancements such as economy, science and technology and culture.
