The ability of inquiry experiment design is one of important inquiry ability. To test whether the conjecture and hypothesis are truth or not, we only can through experiment. Whether the inquiry can be accomplished or not, directly affected by the scientific rationality of experiment design. Research shows that the ability of design inquiry plan is a weak link in the students'inquiring ability. Studying the thinking activity of experiment design and the factors which affect experiment design is of great significations to improve experiment design teaching, and develop the ability of experiment design, and promote science education reform with the core of scientific inquiry.This study, which based on theories of inquiry learning and problem-solving, examines the state of students'experiment design ability and the factor that can affect experiment program design, by the way of questionnaire survey and oral report.The scenes of questions in questionnaire are come from students'daily study and life. Participations of this survey are 235 students from senior grade 2 and grade 3. The evaluation method used by TIMSS, which is easily examine students'thinking, is adopted to evaluate the state of students'answer. Conclusions of the study are as follows. (1) In answers to question 1, accounted for 31.3% of the total number of students made the correct reasons, but hasn't design judgemental experiment. These students accounted for 51.7% of the students who made the correct reasons. Most experiments they design are control variables experiments that test each variable alone. That shows quite a number of students lack judgment experiment design capacity. (2) Some students focus their attention on the right of experiment principle, and lack of carefully design of experiment process and experiment methods. Some students consider less about factor which can affect experiment result during they design experiment. (3)On experimental design capabilities, there is no significant difference between boys and girls. Boys exceeded girls slightly. (4)Significant grade differences were found on the experiment design performance. The students of grade 3 exceeded students of grade 2.In oral report study, the factors that can affect experiment design were examined by analyzing 20 students'thinking activity during solve two questions about experiment design. The participants are from grade 2 and grade 3. Conclusions of the study are as follows. (1) The degree of problem representation determines the merits of experimental design strategy. The participants who have profound representations often can obtain better problem solving strategy. A better strategy often means high level design and less design time. (2) Other factors affecting experimental design are the application of knowledge capacity, the degree of knowledge structure, knowledge transfer, and Self-monitoring of the design process etc.In light of these conclusions, this paper provides some suggestions for instruction. The inquiry experimental design teaching should be performed in the real questions. It is better to put inquiry plan into practice. In this process, students can Institute of Experimental Design, and grasp scientific methods, through real interaction with others and problems. Teaching teachers to explore development-oriented program design thinking ability of high school students. During experiment design teaching, teacher should put emphasis on the development of high school students thinking ability. This approach will improve both the thinking ability and experiment design ability of students. To improve the ability of experimental design, we should give attention to optimizing the students'cognitive structure, make students'knowledge become principled, which will enable students have a well-planned, strategic thinking.
