A Study On The Issues And Countermeasure Of The Serves Of Higher Education For The New Rural Construction

The construction of a new socialist countryside, is Communist Party's major policy decision made by the Fifth Plenary Session of the 16th CPC Central Committee. That is a major historic task in China's modernization process. Building new rural areas has extensive demand for higher education, for higher education needs to undertake the new mission of serving rural areas.This thesis attempts to solve such problems as following: Why does the higher education serve new rural construction? What are the main issues that come from the service which higher education services the rural areas and why? How to choose and build the means and mechanism which higher education serves the rural areas construction?This thesis is included six parts. Firstly, the possibility and the necessity of analysis of the services, which discusses serving the new rural construction is requirements of the age and of the function of the higher education. Secondly, analysis of demand witch requires in the higher education to build a new countryside. In this part the author would analyze the construction and development of the new countryside cannot separate from the support of higher education.Thirdly, the present situation and typical examples of the services, in this part the author aims at analyzing the issues and try to find out the reasons from the perspective of higher institution, society and countryside. Fourth, selecting a prefect mean for the services. In order to meet the construction and development of the new rural areas, the higher institution has made a policy of countryside-directional enrollment and a reform of directional distribution, and to reform farmers'training mechanism and specialty arrangement and so no. Fifth, probing into the mechanism of the services. That puts in increasing rights of management of the higher institution and reforming the current system of assessing the higher institution, so that to increase the"revitalizing farming through education"index and to build and perfect the promotions and performance appraisal system in higher institution. Sixth, the typical examples of the services, these achievement comes form college student volunteers. Through interviewing the college student volunteers and the general farmers, the author discovered the importance of arousing the farmer to talented person's hope and the demand.Constructing new countryside cannot be separated from the intellectual support of the higher education, the development of higher education need to expand the rural market. Keeping with the new phase of higher education in rural areas are closely linked with each other. The advance of the service is not only puts the construction forward, but give impetus to reform the higher education system, and promote the popularization of higher education, promote the contribution of the higher education to the economic development in rural areas. Whether the higher education can really create a win-win interaction with the new rural development, will determine the sustained and healthy development of China's rural areas, determine China can achieve the magnificent goal of building a well-off society.
