The field of Child welfare was paid less attention on study as one of social security disciplines, but child welfare issues recently being concerned by the government and the community, especially tens of millions of rural children left behind class. Children left behind are often dubbed the title of "problem child", they were researched and defined by the "other perspective", their own "voice" is ignored, and the natural subjectivity needs of them are not met. Our child welfare and services are becoming obstacles to the child development and key factors to solve the problem of children left behind are not perfect,and the study of need theory have an important position in the child welfare. For the above reasons,this paper choose the needs of children left behind as the theme to conduct research and use a combination of social constructivism paradigm is an qualitative research. It takes the perspective of social services to study the children left behind’s universality and objectivity necessary and the dynamic process of their needs generated.The paper also explores the existing problems and needs of the left-behind children from the soial construction perspective.The Study highlights the main and initiative needs through the comparison of different understanding to the need between parents and children left behind.On this basis, the research intent to propose recommendations on the construction of social service system which can fully meet the objective and subjective needs of children left behind. In this study, the information comes mainly from10children left behind who born and live in the village F in Hunan and10migrant parents in Shanghai, as well as the overall survey about village F. The study found that, on the one hand, the left-behind children think that their advantage needs are love,self-differentiation, spiritual needs and peer interaction needs,the results also show that the needs of children left behind in self-definition being changed with the different from age, gender and other aspects; On the other hand,the economic and developmental needs, security needs are considered as the left-behind children’s advantage needs by their parents. More importantly, due to the traditional culture concept of children and the socio-economic development status and so on, the mainstream public discourses such as modern government, positivist and public have very clear role expectations on "What is the left-behind children","What are the issues of children left behind","left-behind children should not do something in somehow" or others.Du to the children left behind have no power to contend with,their main discourses are unnoticed. To establish the social service system to meet the full range of essentially needs of children left behind, we should respect the children left behind’s subjectivity needs,adhere to government-led, and set school, family, community and social organizations, etc. together.
