New Rural construction under communism is much more than an economy issue, but a comprehensive topic involving political, cultural and social factors. Among many of the challenges, education--one of the key component in supporting economic development and cultural construction of rural area, is a particular weak part among other problems, Therefore, Education in rural area should be highly prioritized during the 11th 5 year period. To facilitate and implement new rural construction strategy, the key lies in three parts-agriculture, peasants and rural area itself, among which improvement of the overall education level of peasants is the most fundamental one. Achieving that goal requires involvement of a large amount of well educated and technology savvy new peasants who have a strong business sense. All of this leads us to the conclusion that, heavy development of rural vocational education and improving overall peasant education level have become the most fundamental, strategic and global objective.From an educational theory's perspective, this paper carefully reviews the history and status quo of rural vocational education within the context of New Rural Construction strategy, and also proposes potential solution to current issues. First of all, based on the purpose and function of rural vocation education, its strategic value to new rural construction strategy is being discussed and highlighted. Secondly, starting with an introduction to its agricultural development, a case study on the challenges of developing vocational education in Pingjiang area (of Hunan province) is presented, followed by an analysis of its root causes. Thirdly, as a base of the proposals in next section, we summarizes experiences from both foreign and domestic areas in regard to the development of vocational education in rural area.Finally, a number of suggestions are being proposed in regard to the next step development of vocational education in Pingjiang area, basing on both domestic and foreign experiences, and realistic condition of the area itself. The whole paper ends with a summarization and critical analysis of the research.
