| Traditional welfare mode has been transtioning due to economic,social, and populational transformations, and reforming of the welfaremode is necessary. However, it is not agreeable completely that whichdirection of responsibilities among government, market andindividuals is best choices.With the further development of Chinamarketing and transformation of social-economic regimes, thedisputes become more complex, and its solution or not is associatedwith socal stability.We can't answer questions above without understandingeconomic, social, and humannisitic environments of one country orone region. Based on state-market relation and theories of socialwelfare, the thesis tries to analyze economical and cultural factorswhich influence social welfare development modes in differentregions by historical studies of the welfare development mode ofChina and empirical investigations of three different regions, andemplores furthur due functions of state and market in social welfare.According to the research results, the formation of the welfaremode of one country or region is the result of many interacting factorsState and society employ organizedly economic aids in order to satisfydiverse social needs of social members, which is influenced severelyby the ethnical and cultural factors. Therefore, economical situationsand social and cultural conventions of one regions must be underconsideration which of market and government is considered as moreinfluential, and a path of harmonial and diverse develoment will beappreciated.
