Being an important and necessary part of the fundamental educationsystem, private-run elementary and middle schools have been developingfrom infancy to maturity, and from non-regular to regular scales. Alongwith the enlargement of the scale and further reforming in starting andrunning the schools, it is very necessary to construct the internal andexternal environment which is advantageous for these private-run schools.Therefore, there is practical and instructive significance in carrying outresearch into their existent environment to perfect the theory of theeducation administration and regularize and promote their development.By using methodology of survey and, this article takes Middle SchoolAttached to Yueyang Quyuan University as the case, explores the presentdevelopment situation, and problems existed in these schools, andanalyses the existent environment of these schools on the basis ofrelevant information. The text is divided into four parts:Based on analyzing the present development situation andtheory-studying situation in these schools, the introduction part in thisarticle has lay the foundation in its frame by putting forward the valueand ideas of carrying out this research into the existent environment forthis kind of schools.In part two, the editor focuses on the developing tracks of the school.Taking the local present situation and the experience into consideration,the prominent problems have been revealed in this part as well.In the third part, based on the investigation and analysis, differentfactors to restrict the development of this kind of schools, such aseducation status, the level of social economical development, the educational administration function, education laws and regulations andinternal management system, are illustrated.In the last part, the writer states that the essential policies optimizethe existent environment of these schools from two aspects—internal andexternal environment, which accelerates their healthy development.
