The teachers'performance evaluation mechanism is the root in forming the teachers'team. The objective of the performance evaluation is to arouse the human's enthusiasm, make the talent resources the talent capital and finally enable the school to obtain the competitive advantages. The good performance evaluation system can not only stimulate human's potential, but also develop the school and teachers synchronously. To form and carry out scientifically the performance evaluation system is of great promotion in arousing the TV University teachers'working enthusiasm, encouraging and supervising the teachers to fulfill their responsibilities and strengthening the construction of the teachers'team.With studying and analyzing massively the present development situation and the teachers'performance evaluation situation of the TV Universities, this paper finds out the universal problem about the teachers'performance evaluation system. Through the quantitative analysis and the qualitative analysis, this paper is to improve and design a scientific, fair, simple and comprehensive performance evaluation system which is suitable for TV University using relative theories and methods of the performance evaluation. Through the implementation and management of the system, the teachers'performance evaluation can be inspected objectively and fairly, which provides standards for human's resources management. By establishing the system, teachers'advantages and disadvantages can be inspected, which provides evidence for teachers'appointment, encouragement, training and so on. That will eventually enhance the competition of TV Universities teachers.
