The perfect school democratic management operational mechanism is important constituent of the modern school system. It also is the important guarantee advancing the school democracy construction and the school politics civilization construction. This paper attempts from the political civilization angle of view to carefully examine the problems of the elementary and middle school's democratic management operational mechanism.
