The perfect school democratic management operational mechanism is important constituent of the modern school system. It also is the important guarantee advancing the school democracy construction and the school politics civilization construction. This paper attempts from the political civilization angle of view to carefully examine the problems of the elementary and middle school's democratic management operational mechanism. This paper is along with the clue of"question-reason -countermeasure", trying to find out the school democratic management operational mechanism the crux, and proposing the practical and feasible countermeasure.This paper takes the cultural heritage method and the interview method as the main research method. First through consulting domestic and foreign scholars'works and articles, understands the current research situation and insufficiency about the school democratic management operational mechanism question. Then makes sure a point of departure for study and defines the related concepts. Next through interviewing elementary and middle schools'principals and teachers, obtains the fact materials, analyzes the questions and reasons of the school democratic management operational mechanism. Finally puts forward to constructive strategies.I will analyze the problems in five parts.The first part is question statement, including the question proposed background, the correlation concepts limited as well as the research significance and the methods.The second part is the research summarizes about the school democratic management operational mechanism, briefing the domestic and foreign research situation to the school democratic management operational mechanism question.The third part is the present situation of the elementary and middle schools democratic management operational mechanism, mainly taking the literature material and the interview material as the basis, objectively presents the real situation of the current elementary and middle schools democratic management operational mechanism. This part includes two aspects, on being the policies and laws that the nation drew up concerning the school to practice the democracy management, two is the concrete circumstance that the school practices the democracy management.The fourth part analyzes the existent problems of operational mechanism and the reasons causing these questions. According to the interview materials, this part induces problems that exist on the integrant part and the movement link of the school democratic management operational mechanism. And draws a conclusion: the school democratic management operational mechanism still not sound, it can't develop the valid function. The deep reason of these problems mainly is the system flaw, the idea dislocation, the power conflict and the benefit contradiction.The fifth part is the countermeasure about the consummation elementary and middle schools democratic management operational mechanism. In view of the existent problems and the reasons of operational mechanism, this article proposes some constructive significance strategies, separately from operational mechanism integrant part and movement link angle.
