T'ao Hsing-chin is an important reformer, practitioner and a leader of virtue in the history of Chinese modern education. But there is a lack of systematic and powerful research in the research about his thoughts and practice of educational administration, which is a main part of all his researches on educational thoughts.The paper employs the new theories including democratic administration theory, human administration theory and moral leadership theory of educational administration as the insight tools and discusses from four parts by mean of combining theory research and case analyzing. Firstly, the paper from subjective and objective aspects introduces T'ao Hsing-chin's early life and learning experience and the historical background that he has lived with. It demonstrates how T'ao Hsing-chin's thoughts of democratic educational administration have come into being. The second part, setting up with contrasting eastern with western cultures and recognizing the value of traditional educational administration, deeply analyses the essential characteristic of the thoughts of his democratic educational administration. The third part displays the internal unification of the thoughts and practice of his democratic administration and what he illuminates us as a leader of virtue. The last part demonstrates the significance and values of T'ao Hsing-chin's thoughts and practice of democratic educational administration linking to the contemporary administrative problems in schools and the needs of reform. It is intend to give some suggestions and reference to build a more open, just, democratic, corporative, moral system in school organization.
