BLOG is now widely used and researched in education areas around the world. Many universities and elementary education areas and teaching research institutions build personal BLOGs and team BLOGs to perform research on some subjects. It has to be a custom to perform scientific study and learning communications. It is widely known that the importance of the uses of BLOG to the promotion of the teachers and learners. And it can be sure that more and more learners will study on the platform BLOG.Through the study on the application of BLOG and Learning Portfolios in education and learning areas, the article proposes the elementary theory on Webfolio-based Learning, viewing that Web-based Portfolio will be absolutely necessary in future web-based learning. Webfolio-based Learning can be applied more than in school study to be an assistant, and long time accumulation of the Learning Portfolios are presentations of personal study, living and career development from long run. Through the evaluation on the content of Learning Portfolios, we can understand deeply to the learning process of the learners by the way of qualitative evaluations, so we can evaluate the learning in the nature of individual difference.In the last half part, based on the theory of Web-based Portfolio Learning, the article focuses on the function expansion and revision to the open source system: OBlog. And realizes the basic function of Web-based Portfolio Learning, and extends the application of BLOG from public area to education and Web-based Portfolio Learning and evaluation.
