Resources-based Learning indicates realizing instruction target with the help of multimedia resources. In this mode, students' learning is an initiative activity. The teacher asks questions or gives students a research topic, and then students study freely and independently with the advantage of various resources and wide materials. Resources-based Blog being applied in instruction is a knowledge management process. For teachers, the process of Blog is to clean up the knowledge system and rebuild the system at the same time. For students, the process of Blog can help them build their own knowledge system and clean up the knowledge acquired simultaneously. There are infinite resources on Internet, which can be a supplement and a substitute for the library. The interaction of Internet is so advantageous that traditional library could not provide. Blog is a new application over Internet which increases the personality and distributing of information, and it takes full advantage of traditional community function and links technology, which makes people with the same interest gain interaction and share knowledges. So, with the help of Blog built on Internet, teachers can lead the intercommunion and make students learn how to use the resources on Internet, to enhance their own information accomplishment and to seize the method of flying in information world freely, which bring their personality into exertion. By this way, we can solve the problem of lacking instruction resources and let the students know how to learn independently, which could make the hard foundation of persistent and life learning for them.After analyzing the data acquired from high school information technology courses instruction using resources-based Blog, this article finds the instruction effect and influence to the teachers and the students. T-Inspection is applied to inspect the difference of two average values of the small swatches. The statistic indicates that instruction using resources-based Blog has made an obvious increase on students' scores, information accomplishment and the interests of learning information technology. It has promoted the thinking intercommunion and problems solving between teachers and students.
