| Table Tennis is reputed as our national ball. It had stepped onto a continuously developing road since 1959, when Rong Guotuan won the first world champion in the athlete history of our country. The umpire is the executant of the competition rules, whose executing ability directly determines whether the sports spirits, including fair and justice can be realized or not. Compared with other ball games, the result of Table Tennis competition influenced less by the subjective factors of the umpire. But as the competition rules change, the umpire is liable to make deviations in some extent in the aspect of recognition level and execution level, which may often affect the feeling and spirits of athletes in competition, and thus make them unable to give play to the skills normally. So mastery of the current situation of the above-national-rank umpire of our country and analysis of the cultivation system of the umpire plays an important role on the way of cultivating and managing the umpire suitable for the national condition in our country. Through the search of national sports publication, it shows that seldom research on the above-national-rank umpire in our country exists. By means of the media of documents and materials, quotation, interview, logic analysis and mathematical statistics, the paper tries to express new ideas on the construction of the team of Table Tennis umpire and offer them as the theoretical basis, through a series of investigation and analysis of the current situation of the umpire, the findings of its developing regularity, and the main existing problems in the competition.Conclusionâ… ) Currently, the total number of the above-national-rank umpires registered in China Table Tennis committee is 491, in which the national umpires accounts for 311, and the international umpires 180. Among the national umpires, the number of male ones is233, while the female ones is 88, which shows that female umpires are very few and the proportion is unbalanced. The average age of the above-national-rank umpires is 49.7, which means a little older. The distribution of umpires in our country is widespread but unbalanced. And the umpires are mainly centralized in the areas where the sports of Table Tennis develop well and competitions and championships are held frequently.â…¡) Umpires are all spare-time ones. Their careers range in 9 types. In which teachers and executive officials take the most part. Generally speaking, their work as umpire can be supported by their working units. And the opportunities of technicians, accountants and doctors to attend in competitions are most slim. Most of the umpires have high educational background and long executing period.â…¢) In the process of the growth of umpire team, it follows the rules of teach-and-study effect, the best- age effect and experience-accumulated effect. Meanwhile we should focus on the combination of the construction between the above-national-rank umpires and the whole team, then make the former help the latter into rapid development.â…£) China is powerful in terms of Table Tennis. The level of national competition is high, and umpires accumulate lots of experiences. But because of the low level of English, the rate of getting through"blue-card"exam of ITTF is low, and the number of umpires who possess the certificate is few. They will certainly affect the executing ability of our umpires in the international competitions.â…¤) According to the developing trend of Table Tennis in the international aspect, the demand of 2008 Olympic Games and main problems existing in our Table Tennis team, we should take effective measure to solve the problems, such as the big number of aging umpires, low level of English, limited umpire-training and few chance of executing, etc.
