The Research On University Accountability

Although universities are not direct country administrative organs, they have certain extent public power as a nonprofit organization of public management organizations and become executants of public power of higher education. The power is derived from the release of national education authority and authorized by the nation and the people,which mainly manifests in a series of autonomous power of universities endowed by the nation. For ensuring public power of universities, Universities'autonomous status as legal persons are established by higher education laws which endow universities'autonomous power on seven important aspects including recruiting students independently. According to the principle"the power and responsibility is coordinated", while implementing public power,universities should be charged with corresponding responsibility.In another word,once universities don't carry out public rights appropriately,they should respond for negative results including condemnation and punishment.For implementing that principle, public power executants must be supervised to avoid the power abusing and deviating from the norm.Therefore the power implemented by universities should be supervised.University accountability is a responsibility system which coexists with universitys'public power and its implementation even as twins, very closely associated with each other.University accountability construction is imperative under the situation. Construction of university accountability has great significance to controlling abuse of universities'power, preventing corruption,ensuring public higher education resources to serve commonweal purposes,exerting the maximum benefit of higher education resources, safeguarding benefit counterparts' interests and realizing fairness of higher education. But judging by the present situation, internal studies on accountability mainly focus on construction of officers accountability in area of administration and research on construction of university accountability remains scarce and deficient. Domestic scholars are still at their initial explorational stage now on research of university accountability construction. The university accountability research becomes a front topic and it is also an interdisciplinary study covering political science, legal science, pedagogics, and public management science,etc. Along with deepening on reform of higher education administration system, it is imperative under the situation to establish university accountability.Research on the university accountability construction will be with distinct nature of the times and forward-looking. This thesis presents research background,the significance and status of university accountability construction.The thesis also makes the limits to the concept and connotation of university accountability and analyzes its theory basis .Then it analyses the reason and the significance of university accountability construction. On this basis,the thesis emphasizes analysis of difficulty and obstruction of current university accountability construction. Finally, propose countermeasures and make suggestions aiming at difficult point of university accountability construction. The main contents are as the following: Optimization of implementing university accountability environmental atmosphere, perfecting the legal system of university accountability, implementing autonomous power of universities and enhancing universitys'power and responsibility consciousness,promoting institutionalization of power awarding and accepting in university, reforming university internal management pattern and clarifying the responsibility and jurisdiction of the responsibility main body in universities, establishing rights and interests safeguard mechanism of benefit related person of universities, advancing institutionalization of opening campus affairs, strengthening the surveillance to the universities by main body of accountability,etc. This is key elaboration part of this thesis. It also will be emphasized as the main innovation of this thesis.
