Discuss The Perfection Of University Accountability In Our Country

Accountability is a system that find out who is to blame.It is a kind of norm which is carried out by the particularly accoutability corpus in order to ask a public obligation corpus to undertake a negativity result on basis of performing duty of performance situation.Accoutability is appeared in the government orgnization at the earliest stage.Although the Higher Education Institution is not an administrative orgnization,it is given a little administrative power.Its legal status is the orgnization whoes authority is given by law.Therefore,the higher school exceeds its authority,profits its owm benefits,harms the lawful rights and interests of people who is related to the school when the higher school exercises the administrative power,they have rights to blame the higner school and pursue its administration responsibility.The accountability system for higher education institution has an important practical significance.It is not only can supervise the behavior of higher school,protect the important interests and lawful rights of people who are related to the higher school,but also can construct harmonious campus and harmonious society.It has obtained some achievement when it is executed.However,because of accountability cultural backwardness and lack of responsibility consciousness of higher school leader,when the system of accountability is implemented,it exposed a few shortcomings.The author think that it exists four drawbacks mainly.Firstly,the principles of guiding and undertake the responsibility are abstact.Secondly,some laws related to the accountability are backward,lack of protection.Thirdly,it is short of accountability supporting systems.Lastly,the accountability cultural and the higher school leaders'consciousness of responsibility are not strong.To perfect the higher education accountability system in our country which needs a long time and everybody's effort.Different jurist has different opinion on how to perfect the higher education accountability.The author put forward several pefect suggestions on the base of implemented situation and summerized all kinds of views.On the one hand,it needs perfect law and regulation related to higher education,and sets up and improves allograft accountability system.Building a system that all school members can take part in and vote,electing the president in the higher school democracy,definiting the scope of object of accountability,norming the accountability's procedure.On the other hand,to improve a supervising system is important.Strengthening supervise in school and outside which makes the course of accountability openly and the result of accountability fairly.Besides,it need cultivate a culture of accountability and create a good social atmosphere of accountability,strengthen sense of responsibility of higher school leaders,encourage them resign activity.Athough these suggestions are not ripe,I want to perfect our higher education accountability system do my best,hoping to construct a sincerely,responsibility and democracy higher school.
