As a big country of agriculture, the degree and level of Rural Compulsory Education will affect the achievement of the nine–year compulsory education and the normal development of the whole education directly. Compulsory education in china has made great progress in recent decade, the popularization and development of the rural compulsory education is still in low level. Especially after the rural fee-tax reform, the fund that the development of rural compulsory education needs is limited. This paper discusses on the basis of the fiscal responsibility in rural compulsory education. Firstly, it introduces the significance of the study, the progress of this kind of the study and the study method. The paper proves why the government, what's more, the central government and provincial government, must invest rural compulsory education from the theory and other countries'experience. It realizes the development course of rural compulsory education fiscal responsibility, and sums up problems in fiscal responsibility of rural compulsory education. The problems are the division of responsibility between the central government and local government is not clear; the gravity of the subject that takes charge of the fiscal responsibility is too low; there are some differences between the city and the countryside in the fiscal responsibility of compulsory education; the phenomenon that fiscal responsibility can't be defaulted exists in rural compulsory education; and some measures of shouldering responsibility can't be taken primarily. This paper analyses why those problems exist in the fiscal responsibility in rural compulsory education from three aspects, including the benefit game between the central government and local government, the features of economy, polity, population and conception in countryside and the absence of binding mechanism. The last part conceives some measures to consummate fiscal responsibility in rural compulsory education.
