Problems Of Fiscal Investment On Compulsory Education In The Framework Of "Relied Mainly On Country"

Development of compulsory education has long been a difficulty and hot pot in educational development in China and input in education has been the bottleneck which limited its development. Based on educational policy and relevant theories in economics, this thesis discussed problems in compulsory educational input.In the first part, it summarized the basic situation of the thesis which mainly included the research background, aims and meaning, research thinking and methods of the thesis.In the second part, it summarized relevant literatures at home and abroad on compulsory educational input.In the third part, it proposed relevant concepts and theoretical basis. It explained the key concepts included compulsory education, financial investment in education and financial investment system of compulsory education and introduced public goods theory and education equilibrium theory.In the forth part, it presented the developmental history of compulsory education in financial investment system and comparatively analyzed the financial investment situation of compulsory education in Shuangliu county and Zhongjiang county. Mainly introduced the current financial investment system of compulsory education and the economical situation of the two counties, six key indexes have been chosen to compare in different point of view. And through the input difference between two counties on education, it analyzed the reasons which caused the regional disparity on development of compulsory education.In the fifth part, it drawn lessons from advanced countries’successful experience. Advanced countries such as Japan and America has gradually gathered plentiful experience in practicing compulsory education and formed financial investment system with local characteristic and abundant intention which were worth of learning.In the sixth part, it introspected the current financial investment system of compulsory education and offered suggestions in six aspects to solve the problems in the financial investment system of compulsory education. In the seventh part, it gave a brief summery to this thesis and prospected the development tendency of compulsory education.
