In the change of higher education system, the traditional mode of institutional government is challenged by incrementally enlarged universities, much more complete disciplinary structure, and increasingly complex organizational structure. In this context, how to promote college system becomes an important subject in the change of institutional government system. In the background of implementing faculty employment, it seems much more significant to facilitate institution and school decentralization and to distribute personnel power properly.The personnel administration power distribution between institution and school is affected by many factors. To facilitating it, we should consider relevant theory and practice. However, both of the relevant theory and practice in reality have many defects. So to speak, they are the source of hampering further change.To begin with the evolution of college system and the necessity of it, the thesis outlined the history and the necessity of the personnel administration power distribution between the institution and the school. Then, the relationship between the faculty employment system and the personnel administration power distribution between the institution and the school is described. Based on that, through investigation and literature collection, the condition of the personnel administration power distribution in HUST is generalized. Further, using the case of faculty employment system in HUST, the condition of personnel administration power distribution is analyzed. The positive effect of personnel administration power distribution, the present problems and causes and solutions are analyzed and probed.The thesis argues that institutions in China have made some accomplishments on change of personnel administration power distribution between the institution and the school, for instance: (1) facilitating reorganization of personnel in school and department, and promoting disciplinary construction and integration of resources, through autonomous review; (2) by autonomous employment, facilitating combination of the team building and the disciplinary development; (3) by autonomous assessment, adapting to the personalized development of the school and department; (4) by parceling expenses, promoting integration of resources in the school and the department; (5) through much more decentralization, strengthening the sense of responsibility of autonomous development. The problems of personnel administration power distribution between the intuition and the school focus on the dilemma of academic democracy and administration efficiency: (1) the dilemma of organization independence and dependence; (2) the dilemma of decentralization and centralization; (3) the dilemma of business-orientation and people-orientation.Based on analysis of causes, the thesis contends that problems should be solved from macroscopic and microscopic dimensions: (1) in the macroscopic, the autonomy of institutional personnel administration and the democracy of personnel administration should be insured; (2) in the microscopic, the school and the department should fortify the construction and improvement of academic organization, the institution should strengthen overview of the decentralized powers and institute normative personnel system so as to reassure the personnel administration power distribution be scientific and reasonable, further, to accomplish the normative and feasible use of powers.
