Modern Football is market-oriented, closely linked to professional resources in the market. Therefore, using the resources for the fullest possible and reasonable configuration is the fundamental requirement of professional football. As the most important resources in modern professional football, players should have reasonable transfer between the clubs. The transfer with professional players between different football clubs, however, causes changes in labor relations. Making reasonable transfer is beneficial to adjust the structure of the club, therefore, adds strength and achieves enormous commercial interests; it is good to stimulate the enthusiasm of the players to increase their level of access to higher pay, and raise the overall competitiveness of professional soccer league, and promote the overall development of professional football. To make it play a long-term effect in the transfer process, a corresponding transfer system should be guaranteed. China's professional soccer league has just been established for 15 years, the building of various systems are all still at the exploratory stage and it has not found a stable, mature system to promote the healthy functioning of professional league. The transfer system of 15 years has experienced three major changes from "free transfer system" to "limited delisting system" and to "free delisting system." Although they are active at different stages of the professional league football market, playing a significant role in balancing all club strength and increasing professional league competition. However, there are many shortcomings, such as disrupting the market order to curb many of the players' initiatives, which, to a certain extent, impeded the development of China's football.In this paper, documents and data, comparative study of law, logic, analysis, expert interviews and other methods have been used to explain the topic by using new institutional economics theories, and by comparing the developed countries in Europe, and China's professional league football transfer system, mainly from the perspective of institutional change caused by the different the reasons for the process of institutional change, pointing out that China's transfer system problems. This paper argues that "free transfer system" stage, the CFA is not fully decentralized to the market, the association's "absence" cause the market to be out of control; and "delisting" system has always strictly limited the player's personal freedom and curbed the enthusiasm of the players; our professional football transfer system should not take "free transfer system" mode and then turn completely to "lottery" from completely free to the severe restrictions, which is inconsistent with China's national conditions; there are certain loopholes in the provisions settings so that some players and clubs are likely to challenge or attack. And in accordance with the recommendations mentioned above, I will place some solutions in the hope to solve the problems.
