As is known to all, teaching, scientific research and social service are the 3 major functions of higher education. With the arriving of the 21st century, and faced with the great development of higher education, scientific research is playing a more and more important part in the capacity of one of the basic functions of colleges and universities. The level of scientific research has become an important foundation in the assessment of the overall strength of colleges and universities, and scientific research itself has accordingly become one of the basic tasks of colleges and universities nationwide, including local colleges and universities.A good incentive mechanism for scientific research can give guidance to and promote the enterprise of scientific research in universities. At present, the scientific research incentive mechanisms in local universities are mostly based on the good experiences of the universities at the provincial and ministry levels; however, the phenomenon of not being efficient in promoting scientific research can be seen everywhere because the mechanisms are not sufficiently directed to actual needs. Based on the study of the scientific research incentive mechanism of TZ University and taking local universities of various places into account, this paper analyzes the existing problems and puts forward suggestions for improvement, so as to provide some reference materials for the scientific research management as well as for the study of the scientific research incentive mechanism of local universities.This paper first makes an investigation in terms of references, giving an account of the status quo of scientific research mechanisms in universities nationwide and local universities as well as in TZ University, explores the definition of the incentive as well as that of the incentive mechanism, and introduces the various incentive theories abroad and related studies at home. Then by using questionnaires and through interview, and using the case study of TZ University, this paper makes a deep investigation of the value orientation, needs and degree of satisfaction of the teachers in doing scientific research, with a view to making a deep investigation of the existing mechanism for scientific research. Through a comparison between the mechanism for scientific research of TZ University and those of Zhejiang Normal University, Jiaxing University and Shaoxing University of Arts and Sciences, this paper analyzes the existing problems and the reasons therein. On this basis, with regard to the scientific research incentive mechanism of TZ University this paper puts forward the following suggestions: show more concern to the teachers in the recent formulation of polices, adjust the policy of allocating funds, implement the responsibility system of the responsible researchers in the research projects, simplify the procedure of reimbursement so as to make it more flexible, broaden the scope of reimbursement, strengthen the training of teachers and management personnel, create a rich academic atmosphere, attach importance to the spiritual incentive, and improve the condition for scientific research in a big way. In prospect, it is necessary to formulate a long-term program for the development of scientific research of the university, strengthen propaganda work, and foster a correct value orientation in scientific research. It is also necessary to gradually perfect and detail the system of assessment, and do a good job in the reasonable integration and distribution of the academic workforce.
