In order to improve the level of education and scientific research,increase the efficiency of running schools,and effectively enhance the comprehensive competitiveness,colleges and universities emphasize the scientific management and pay more attention to the quality of teaching management.Grass-roots administrative staff not only participate in the management of colleges and universities,but also the main undertakers of the work.The quality of university management is directly influenced by their professional accomplishment,working ability and attitude.So,in the construction of incentive mechanism and ensure the scientificity,objectivity and impartiality,but also realize the grass-roots management personnel in Colleges and universities in the unity of personal values and organizational goals,motivate the potential,initiative and creativity,so as to enhance the core competitiveness of colleges and universities to promote the sustainable development of Colleges and universities.In this paper,grass-roots management personnel in Colleges and universities as the research object,selects 6 local colleges and universities in Hunan Province as a sample,around the grass-roots management of local colleges and universities in Hunan province to analyze the incentive status,current problems and the specific reasons in interpretation,using the methods of literature research,questionnaire survey,on-the-spot investigation and data analysis and in-depth research.According to the survey results,6 local universities have problems in incentive mechanism,lack of gravity,scientificand matching.Many grassroots managers cannot understand and integrate into the mechanism.The fundamental reason for such problems is the lack of scientificity and pertinence in the planning of incentive programs,and the establishment of corresponding strategies and systems to guarantee the implementation of incentive mechanisms.According to the research content,for the positive role of the local university incentive system of grass-roots management personnel,should carry out on-the-spot investigation,and effectively grasp the needs of grassroots management staff,whether it is life and work or psychologically exhaustive,thereby enhancing the matching of demand and motivation among projects;at the same time.Contact the school situation,constantly improve and optimize the incentive mechanism and incentive mechanism to ensure the implementation of the system.
