When Learning in regular classes become the main form of the special education development in our country. Many researchers and practitioners in special education have paid much attention to improve the quality of Learning in regular classes. What kind of supporting protection system should be provided, and how to improve the living and learning environment of the students with special needs in some effective ways, those have become the center issues of special education development field. How to understand and respect the personality and characteristics of the students with special needs, how to explore their potential and concern their future, and what kind of rehabilitation educational measures should be adopted, those have become the core issues on which many special education researchers and practitioners are arguing and researching . As a service form and supporting system of special education, resource room are getting more and more attention from the special education staff.This study is based on the operation of the resource room of learning in regular classes in the city of Shanghai, and the author adopt several methods to study it, such as literature collection, questionnaire survey, action research, case studies and so on. On the basis of investigation and research of the resource room settings and operations in the city of Shanghai , in light of the teaching and learning theories of Contemporary Psychology, through the resource teaching practice, the author do a beneficial attempt on the resource room service. Finally, the author put forward several effective teaching models fit to students with special needs, such as "fine teaching", and "Comprehensive Teaching ", etc.Based on the analysis of the resource room operation status and the discussion of the resources teaching activities cases, the author put forward some advices on the operation of the resource room of learning in regular classes currently. i. Constructing a perfect operating system and procedures to operate resource room program effectively; ii. Regulating the work of the resource room procedures by establishing relevant policies and strengthening supervision efforts; iii. Assur(?)ing the quality of resources teaching services by training professional and improving the competence of teaching staff; iv. Promoting continuable development of resource room by financing through multiple channels and increasing investment.
