University Human Resource is the basic power of the development of one University, while the work of incentive can make them show their great vitality. Since University Human Resource have their unique feature on the pursuit of goals and value orientation, justice and orgational justice construct the important factors of University Human Resource's incentive. The introdiction of Organizational Justice Theory to the incentive of University Human Resource can build a fair organizational enviornment effectively ,execite the staff's potential ,then their enthusiasm,initiative and creativity can be inspired.The thesis started from elaborating the theory of Organizational Justice, dissertated the concept and characteristics of distuibutive justice,procedural justice and interactive justice respectively, on the basis of analysing the essence and applicability of the Organizational Justice Theory ,the practical signficance of the theory is illustrated,then the relationship between incentive and fair was explained, the fair characteristics of University Human Resource Incentive are in focus, at last, we can drew a conclusion that the usuage of Organizatioanl Justice in University Human Resource Incentive is a must and effective. How to use this theory, disscussions were made, firstly, we must learn and understand the theory systematically, then system reform and mechanism innovation are necessary. On the part of mechanism innovation we probed into the evaluation of encourging results, and made a mathematic model as well.Based on the research ,in order to evoke University Human Resource's enthusiam ,we must grasp the meaning of fair at times, pay attention to efficiency and safeguard justice,use the relativity of fair,to be fairly to the satff;secondly,universities have to set up an incentive mechanism system which suitable ,praticial and feasibie for the reality of themselves , stick to the objectivity of justice, finally an impersonal evaluation system shoud be established to give security to incentive. We affirm that only on the basis of fairness can individual pay more effort if he feels the close link between rewards and efforts,make more efforts and then advance their performance.
