Modern economic development need vocational secondary academies culture more professional person for society. However, currently the development of vocational secondary academy could not catch up the requirement of society. One of the most important factors which block the development of vocational secondary academy is the weakness of HR management.On some extend, this article will solve this problem. The key point of this article is providing a reasonable advice and suggestion for solving the problem of HR management of vocational secondary academy. In this article, literature, interviews, questionnaires, empirical research and statistic are used.The basis of this article is "people oriented" and "motivation theory". The development of vocational secondary academy must account on our faculty who have the same development goal with the academy. As feedback, the academy should share the benefit with every faculty. Incentive is the core of human resource management. Maslow's hierarchy of needs theory, Hertzberg's two-factor theory and McClelland's success theory are very important motivation theories. There are still many problems in the human resources management of secondary vocational schools in Beijing:·Irrational structure of HR management.·Fautly system of HR management.·Shortage of effective performance appraisal and incentive system·Absent stratagem plan of human resourse management.·incentive system is not in place·the people-oriented thinking has not been attached great importanceIn summary, to improve the HR management of secondary vocational academy in BEIJING should follow these aspects: to build a people-oriented environment for flexible management of human resources, to make scientific and rational human resource strategic planning, to optimize human resources structure, to improve human resources management system, to enhance the effectiveness of performance appraisal and to establish an effective incentive mechanism.
