As the Chinese social economy develops and the reform of the educational industry constantly deepens,the private higher education in China has received great attention and developed rapidly.Meanwhile,governments at all levels have also realized the importance of private education and they have gradually taken the development of private education as an important responsibility.With support from various aspects,China's private higher education has begun to take shape and is developing steadily.It has become a beneficial supplement to China's higher education.As public universities constantly expand enrollment and large amounts of overseas universities and educational institutions enter China during recent years,Chinese private higher education faces fierce competition.How to survive and gain long-term development in the fiercely competitive environment is a problem that urgently needs to be solved by private universities.By strengthening the human resource management(HRM)level and cultivating a group of outstanding teaching and administrative staff,private higher institutions will be more competitive on the education market.However,the HRM of Chinese private higher institutions has not been taken seriously and contains many problems.Therefore,it is necessary to deeply probe into problems existing in the HRM of Chinese private universities and relevant solutions to those problems.First of all,the paper explains the background and aim of the HRM of private higher learning institutions and briefly introduces the theoretical value and practical significance of the research.Secondly,the paper summarizes the core concepts and theoretical basis,including explaining the definition and characteristics of private higher learning institutions,introducing the content of HRM and defining the HRM of private higher learning institutions.Thirdly,the paper analyzes the overall environment to run private higher learning institutions in China and Heilongjiang Province respectively and the new requirements put forward by changes of the environment for running school on the HRM of private higher learning institutions.With Harbin HD University as the research object,the paper analyzes problems existing in the HRM of this university and exploresthe causes from three perspectives,namely resource allocation,performance appraisal and incentive mechanism.In the end,the paper comes up with effective solutions to problems existing in the HRM of Harbin HD University.The biggest value of the paper is reflected by the practical application of its research results.With Harbin HD University as the research object,the paper systematically analyzes problems of this university in HRM and comes up with optimization suggestions based on those problems.This is of significant value to the healthy and stable development of private higher learning institutions.
