Preschool education is the beginning stage of basic education, the cornerstone of whole life development and can be dated back to Ying and Zhou Dynasty. Modern preschool education has a history more than 100 years. It has played an important role in advocating basic education, improving citizens' cultural level, pushing social economy forward, eliminating poverty, shortening the gap between the inferiorities and the rest and even in raising comprehensive national power. Preschool education in our country enjoys its own character while developing with the pace of whole. By recalling and analyzing the history of preschool education's development in 21st century, especially by systemically analyzing the respective characters and problems in different historical stage of our country, we can find out effective Strategy to cope with the problems in future. It would benefit fulfilling the program of "Quality-oriented Education in Turn of Centuries", advocate Quality-oriented Education thoroughly and improve quality and level of preschool education facing new century.
