The paper take the participation of two NGOs-Y and E participate in rural preschool education development in Yingjing county,Sichuan province as example,based on searching and reading study literature,mainly uses the interview survey,questionnaire method to investigate and analyze what problems NGOs have faced in Yingjing County and how they will play a role in rural pre-school education development area.The research found that the NGOs’ value in rural pre-school education development in Yingjing County mostly focused on funding and technical support,activities standardizing and innovation,social resources linking,supervision and advocacy to local government.The research also pointed that some challenges and problems on the role of NGOs,such as inefficiency to communication and cooperate with local government department,weak technical supporting of preschool education,low efficiency on NGOs’ participation,and non-sustainability on local pre-school education development area etc.According to these finding,the paper suggested that parties of cooperation should enhance understand and communication each other.For NGOs’ suggestions,they should systemize their technical support,optimize their internal institution and process.For government department,should analyze and integrate NGO’s social resources,provide policy and institutional support to promote its value in the development of pre-school education in rural areas.
