Chinese government statistics system was established in the planned economy period and adapt to the needs of the planned economy. With the development of China's market economy. Now it has clearly exposed the statistical system and the economic system can not adapt. Government statistics is facing many difficulties, such as: short of statistical funds, hard to investigate, specially, "unified leadership and graded responsibility" statistical management system. statistical data are intervened by the local governments, departments. The quality of statistical data has been questioned. It has been aware that reforming the backward statistics system is the only way out of its predicament. August 2006, Jilin provincial government statistical agencies were implemented the vertical management, this is the substantive step that the Chinese government towards reform of the statistical walks. Although, the vertical management reform was an internal management reform of government statistics system, it is necessary for us to think and analyse the meaning and value of the reform. Through the reform of the management system research, we should identify the experience that the future statistical system can learn from and should pay attention to the issues.We used historical research, case studies, comparative study methods to study the subject. There are four selections in the subject.Selection One contains the significance of this research, related concepts defined, the issues of the status quo in domestic. Which focuses on the:1. Statistical system and statistical management system associated with the distinction, we think that statistical management system is a part of the statistical system that a country-specific management of statistical work of the EC system, forms and methods, including organizational settings, administration authority division, management determination.2. The research of statistics system in China mainly concentrated in designing and choosing the statistical management model, enterprise management of government statistics, township government statistics difficulty and the road to get out the difficulty.Selection Two contains the government statistical management system outlined in evolution, "unified leadership and graded responsibility" statistical management system has the characteristics and the problems. Which focuses on the:1. Which focused on the:1. Based on the analysis of the reasons for reform of Jilin province, we find the starting point for reform of the management system.2.
