The Government Statistics Department Carries Out The Status Quo, Problems And Countermeasures Of E-commerce Statistics Work

With the popularization and reform of advanced computer and modern network technology,electronic commerce is booming and has had a profound and positive impact on some sectors of the national economy and related areas of social life. At the same time, the development of electronic commerce attention is also increasing. How to accurately, timely and comprehensively reflect the development of e-commerce industry, and effectively serve the data requirements of macroeconomic decision making? Government statistics department need to establish and further improve the system of electronic commerce statistics, build scientific and rigorous statistical index system of electronic commerce, set up the electronic commerce investigation organization framework, collect the real, accurate and complete electronic commerce data, strengthen the monitoring and analysis of the development trend of e-commerce.This paper mainly uses the literature review, case analysis, field research,induction and summary to discuss the present situation, point out the related problems and put forward pertinence countermeasures of the government statistics department in the electronic commerce statistical work. First of all, this paper simply describes the electronic commerce statistics and the responsibilities of government statistics department. This paper introduces the meaning of electronic commerce and the relevant content of electronic commerce statistics, and expounds the duties of the government statistics department in the work of electronic commerce statistics.Secondly, this paper describes the design of the survey system, determination of statistical indicators, work organization model, data quality control and so on, in order to reflect the current situation of the government statistics department in the electronic commerce. In addition, the paper briefly describes the latest progress of the work, such as the optimization of the statistical reporting system, the electronic commerce transaction platform data monitoring. The paper also finds out the outstanding problems caused by the lack of responsibility in the electronic commerce statistics work. Key issues include, the work division of government statistics department is not coordinated, information exchange channels between the relevant departments of the government is not smooth, the data quality of electronic commerce related survey indicators need to be improved, statistical networking service system is still not perfect. The paper also makes a deep analysis of the causes of the problems. Mainly caused by the following factors ,the top-level design of the system is not effective reference to practical work ,statistical staff is not clear about the professional knowledge, relevant laws and regulations are not perfect and law enforcement is not enough, electronic commerce statistical work started late and the foundation is not solid enough. Finally, this paper mainly introduces the design of the top level of statistical work,internal work coordination, professional knowledge training, statistical law, and so on, for comprehensively sort out the responsibilities of the government statistics department. Explore how to make full use of the statistical survey work experience, to play the role, improve the statistical work of electronic commerce, so as to provide the community with quality electronic commerce statistical data products. The research of this paper has a positive practical significance to guide the statistical departments to do a good job in electronic commerce statistics.
