This research showed through South Korea's birth level and the age structure changing condition that at present, South Korea is seeing the process of population aging with the low birth level. Through analyses on the present situation of labor force supplies in the South Korean society, the necessity of the feminine labor power development is explained. On the basis of the analyses of the present employment situation and problems of the feminine labor force, the author has commented on series of countermeasures adopted by South Korea to solve the problem of labor shortage and explore the feminine labor power effectively. Considering our country's actual situation, the enlightenment given by the feminine labor power development in South Korea has been illustrated.Simply generated, this paper mainly includes the following six aspects:First, under the effects of all kinds of social essential factors, South Korea's child-bearing rate is reducing gradually. In 2002 it was 1.17 and 1.19 in 2003, which were in the world's lowest level. The aging of populations is also developing at the very fast speed. The differences exist between South Korea and other developed countries in issues of the low birth rate and the population aging which have developed in a short time at extremely quick speed. Therefore, tremendous influences are brought in the social and the economical aspects.Second, viewing from the present labor force supply in South Korean society, population in the productive age reduces gradually, while population in the non-productive age will increase progressively, which causes questions like labor shortage and so on. To solve the problem of labor shortage, it is necessary to develop the feminine labor power that is now in the inferior situation. Moreover the structure in the labor market is required to be transformed, so that the feminine labor force can enter into or reenter into the market easily.Third, the participation rate of South Korea's feminine labor force is enhancing gradually, but compared with the labor force participation rate of male in South Korea or female in other developed countries all over the world, there still exists big disparity. Results in an investigation in 2004 proved that participation rate of the South Korean masculine labor force is 74.8%, but it is only 48.8% for the feminine's, 26 percent less. Therefore, the inferiority of the feminine labor power must be developed, which in fact bears the potentiality, to enhance nation's international competitiveness.Fourth, effects on the development of feminine labor power in South Korea mainly include: gender discrimination, the profession breaks caused by marriage, giving birth, and so on. These involve various aspects like recruitment, employment, salary, education, promotion, retirement, job leave, and so on. The South Korean society has established the child care systems and policies to overcome the female profession breaks, but there are many females who cannot obtain the actual benefits and protection. Therefore regarding this point, further researches and perfections are needed.Fifth, making a series of policy to develop the feminine labor source acactivily.include: developping eaqual labor system, construct eaqual labor environment, and system of commending excellent corporation and same treatment insititution to these coporations. Ensuring these policy activiting. Assistancing any department of society beside these policy.Expanding to protect female labors and consummating furlough system.evaluating the society rate of the bring-up to the childens. Declining the pressure of the female labors through adjusting the contradict between job with family to prevent the intermit of the labors career. By making the female ability develop system and constructing the sytem of this ability to link up the female labors with the chance for working effectly. Training the professor consulting person of obtaining employment and assistanting the female employment system,constructing the stastics of female labor resource are all the important methods.Sixth, female is half of our porperation, so it is very important for its resource and using to our economy and enhancing the subtitution and making the equality society project .it is a important part for the developping the female labor resource with the deep into the labor resource and fasten the research fou the resource.thererore it is only initial step for our country in the research of female labor resource. It has some suggestion and methods in this artical for our country compare with the South Korea. We can developping the female labor reource deeply and enhancing the competitivity by refering to the South Korea. And women in our cournty should increase the consititude of the career to face the chanllenge by exploring themselves.
