On the base of typical experience of cost compensation for higher education at home and abroad, together with particularity of geological higher education, this study brings forward a set of practical policy system which focuses on how to solve the financial burden of students from poor families, so as to put forward suggestions for the development of geological higher education.The research derives from attention to the problems that the shortage of funds for Chinese geological higher education, relative deficiency of students and so many students have financial difficulties.There are six parts in the paper. Part 1 introduces the background, purposes, significances and methods of the study and defines relevant concepts. Part 2 sets forth kinds of theories for the study which includes cost compensation theory, compensation criterion theory, compensation objects compositor theory and equity theory. Part 3 analyzes the actuality of cost compensation for Chinese geological higher education. The development of cost compensation for Chinese higher education undergoes three stages: implementing free higher education in the first stage; trying to compensate the cost of higher education in the second stage; making policy to encourage various social capitals devoted to higher education and to develop higher education institutions of various investing systems in the third stage. While geology is elementary for other departments, the geological specialties had not relevant preferential policies better than other specialties in history according to available data. Therefore the evolution of costs compensation policy for Chinese higher education is also the evolution of costs compensation policy for geological specialties. In 2006 State Department promulgated"Decision about strengthening geological work". But many problems left behind from history have not been solved within a short time, so the implementation of the policy is unsatisfactory. Part 4 analyzes and uses the policies of costs compensation for foreign higher education for reference, focusing on foreign effective preferential policies for students who financial difficulties which compared with the fact of China. Part 5 puts forward costs compensation policy-suggestions for Chinese geological higher education, the aim is to establish costs compensation mechanism for geological higher education which involves fairness and efficiency and suits to economic and social development. The policy-suggestions include realizing diversified forms of costs compensation; implementing financial assembled allocation; encouraging colleges and universities to establish related industries to enhance self-development capacity; encouraging community groups and individuals to contribute to colleges and universities; finally, proposing how to eliminate the negative costs coming from the worrying of students who choose geology for study. Part 6 is the conclusion.
