With the rapid development of postgraduate education scale in china, postgraduate education quality have been being a focus issue. Postgraduate teaching quality is the most important part of postgraduate education quality, so how to ensure postgraduate teaching quality in present conditions will be the chief aim of postgraduate education management. On how to explore the effective education management, enterprise quality management theories have been introducing into higer education field. Thereinto, Total Quality Management and ISO9000 System Standards have been applying in higher education broadly in the word, and the effect is marked. The method of the treatise is literature research. It will do some useful for our postgraduate teaching quality management system based on full and accurate studies.The treatise is divided into five part. The first part introduces the intent, significance, process and method, and provides an overview of related studies. The second part explains some correlative conceptions about teaching quality management system and analyses the questions existing in postgraduate teaching quality management in china, such as backward ideas, teaching managers'nonprofessional, management system'faultiness. The third part introduces the advanced ideas of Total Quality Management and ISO9000 System Standards into postgraduate teaching quality management field, by which we will build up our postgraduate teaching quality management system. The theory of Total Quality Management emphasizes the principles of which quality is the center of everything, client is the attention focus, and makes continuing improvement as enternal aim. ISO9000 System Standards mainly includes eights principles and four part cintents. In the fourth part ,on the basis of profound understanding about the two enterprise theorise, combining the fact of postgraduate teaching management in our country, I put forward my own opinions on building our postgraduate teaching quality management system, and expatiate the principles, approaches and the frame content which includes four parts: teaching decisionmaking, teaching resource management, teaching process management and the supervision and feedback of teaching quality. In the last part, for ensuring the circulatation of the system, I raise available measures and advices, such as, taining the entire staff, applying the PDCA circulation, build up serve consciousness and ensure the regular working resources.
