The masterpiece, "Learning To Be: The World of Education Today and Tomorrow " which is published by United Nations Educational, Scientific and Cultural Organization, pointed out that all manner of experiments showed the feasibility of applying the management system of industry in to education. This is not just suitable for a nation, but also for an educational institution. It is obvious that school administration always can get beneficial experiences from the management theory of the economy area. ISO9000 quality management system is just such a representative. Its development and perfection made it an abstract management system, which keeps the quality by process control, and suitable for all fields of life, including education. In this case, a large number of schools paid attention to ISO9000 quality management system and have carried out a series of practice. But the ISO9000 quality management system was born from the industry after all, so there must be various arguments, perplexity and problems when schools applied it in to the administration. For this reason, this research focused on these schools, choose several typical schools in Shanghai as cases in order to find out their achievements and disadvantages by investigation, and made relevant suggestion.As what's just mentioned, Chapter One summed up the value and background of this research through three points: the practice of applying ISO9000 quality management system in school administration, the development and perfection of ISO9000 and the current problems.Chapter Two identified the definitions of the key words as "quality"," quality of educational service"," quality management of educational service" ," ISO9000 quality management system" and so on. Besides this, through the study and analysis of relevant thesis, this research formed its own value and originality.Chapter Three is the theory base of this research. Basing on logical analysis, the basic education was identified as a quasi-service and the school ISO9000 quality management system was expounded as the process control system on the basic education service, which is the standpoint of the whole research.Chapter Four is the core part which introduced the aim, method, implementation and the conclusion of the investigation. The investigation found out the reasons why these schools applied ISO9000 and their achievements as well as the six main defects which can't be ignored. The current problems, such as the concept confusion, the lack of training and the misunderstanding of certificate authority, will influence the result of the school quality management and bring the whole school development to a wrong direction.Basing on the investigation conclusion and the eight principles of ISO9000 system, Chapter Five proposed five relevant suggestions for school to improve their quality management. Furthermore, this research emphasized what wasmore important for school quality management—to get beyond the ISO9000quality management system and to develop the own characteristic administration theory.
