Content: In the age of network, from the organization to the system, rrom the teaching to the management, from the ideas to the methods, the higher education is facing the huge challenges, and also the teaching quality contents are changing. A lot of problems such as" how to construct a total quality management of teaching which meets the characteristic in the network age" "how to safeguard their teaching quality" "how to reform both the ideas of running universities and colleges and their traditional teaching notions" and "how to use the technology of internet in order to improving the teaching quality and the management level of higher education" are needing to be solved immediately.According to the literature, in order to ensure and improve the teaching quality, new technology and methods have been adopted, new managing ideas practiced actively; the research into the total quality management system in higher education sector has become the key research task.The purpose of the study is to solve increasingly obvious problems about teaching quality under the background of popularization of higher education by TQM and the network technology, to construct a total quality management of teaching which meets the characteristic in the network age, to do away with outmoded educational notions, to construct the kind of service model of teaching, and also to guarantee and improve the teaching quality of colleges and universities.Various kinds of research methods have been adopted such as documentary research method, comparative research method, interview and case study for the sake of having an all-around research into the field of total quality management of teaching in higher education sector in the age of network. Based upon deep investigations on the current situation of the research in total quality management of the education organization both at home and abroad, by documentary study and case study and interview, the system of total quality management of teaching in higher education sector has been finally mapped and constructed by using such a theory and method under the network condition.
