Through implementing the "combining education with practice and work", primary school and secondary school have made many progresses after 1949. However, many problems and issues which should be solved as soon as possible emerged as well. And mainly has: The scientific knowledge education is separated from the society; The weaken of the class of work and technology education; The class of technology education has not been taken; The factor of "combining education with practice and work" lacks the seepage in the foundation culture curriculum teaching; Lacking the work and the social practice; The synthesis practice curriculum is become a mere formality, and so on. Thoroughly promulgating these problems is the premise of primary school and secondary school correctly implements "combining education with practice and work";and analyzing reasons of problems of implementing the "combining education with practice and work" is the important stage of solving these problems.Systematically analyzes the problems of primary school and secondary school implementing the "combining education with practice and work", both practical aspects, but also the reasons for the theory. Mainly has in practice: some biases exist in the realization of "combining education with practice and work", the primary and secondary schools as well as one-sided pursuit of admissions rates. Consequently, we should study the basic theories, meaning and values of "combining education with practice and work".The basic rules to implement the "combining education with practice and work" in primary and secondary schools are that bases on our Chinese condition, acts as circumstances permit, and seeks truth from facts. In order to make education and economy developed harmony, various areas and schools should use multi-methods according to their own features. At the same time, primary school and secondary school should teach science and culture knowledge as well. From the perspective of curriculum, the position of "combining education with practice and work" should be recognized; Create technical education courses; with the environment permission, working and studying way should be launched, basic education should mix with professional education. From the explore of curriculum source, folk technique should be added, with the local government help, a culture and technique base should be build for students to practice. In all, the basic rule is stable, but the way and style of "combining education with practice and work" is various. Only unit the rules and ways of "combining education with practice and work ", Chinese education will be better and better.
