In recent years, the transfer of surplus labor force has becomed increasingly the key issues in the harmonious development of social economy of our country. With the urbanization of our country in faster pace and the adjustment of industrial structure, the issue of transfer to non-agricultural industries of the surplus labour force has been the trend of the times. However, as for the surplus labour force is low in cultural quality and short of specialized skills, they have little space to choose employment, but choosing some simple physical duty to do. Therefore, so many people are competing the simple physical posts. The educational level and labouring skill of the labour force decide directly the employment direction of the labour force, and the low level quality of the labour force not only cannot adapt the developing demands of the non-agricultural industries at present, but also will affect on the development of social economy in the futureThe theories of the human capital and the labour force transfer reveal the interaction among the education,, the quality of labour force, the transfer of labour force and the economy development. The education can improve human capital stocks and raise force, while improving the quality of the labor force will affect the transfer of labor force. In this process, the social economy gets development, at the same time, social economy development can promote the transfer of labor force and improve the quality of labor force. The higher the labour's educational degrees are, the easier they can learn and master advanced knowledge and skills and be recruited by non-agricultural industries. Whether the farmer's cultural quality is high or low affects directly both omit the transferring degree of the rural labour force, the industries engaged and the income level transferred by the labour force quality of rural labour. Therefore, It is the key point to raise the force, increase their employment ability and realize the stable transfer.With the massive transfer of the surplus labor force and the requirements of improving the quality of the labor force, The development of vocational education appears some new situations:------the coexist of new development opportunities and great actual challenges the unique advantagesof grooming the quality of labor force and the disadvantages of relatively backward school systems coexist; the substantial development of the labour force's demands omit the vocational education and vocational education smaller overall size of both the status quo coexist; the labour force' s diversity demands about the vocational education and the single rigid structure of the vocational education training model coexist; the high standard of vocational education planning and the real predicament of vocational education schools conditions coexist. With the purpose of service for the transfer of labour force, making the road of vocational education development omit more and more clear gradually is the ultimate objective of what the research expects.The transfer of labour force of the Three Gorges reservoir area will have important strategic significance for the promotion of the social economy sustainable development of the Three Gorges reservoir area .How the huge amount of surplus labor force in the Three Gorges reservoir area can transfer out and transfer well is always the focus of attention. The article believes that, in order to make the surplus labour force of the Three Gorges area transfer better and fater. we must first develop the education, especially the vocational education. The whole article mainly focuses on the Wushan County which is in the hinterland of the Three Gorges reservoir area, making related researches. One of the reasons is that the size of transfer labor force is so large, while the difficulties of the transfer labor force of Wushan County are so hard that it is enough to be a typical specialty; the other reason is that the situations of transfer labor force and the vocational education in Wushan Country are very familiar to me.The research, on the basis of lots of enough literatures, applies theory study method, begins from the theories of human capital and labour force transfer and analyzes the relationships among the transfer of labor force the quality of labor force and vocational education. Then the article researched the subject on basis of history methods, investigation and the situation in Wushsan uses the methods of history research, investigation study, on the basis of actual situation in Wushan County, to survey and analyze the situations of the labor force transfer of Wushan County. On this basis, the article turns into the research on the vocational education which has the critical influence on labor force transfer of Wushan Country. The article, according to collecting the contemporary theoretical literature of the typical vocational education development in developed countries, researches their vocational education models and ideas, paying attention to and reflecting on the vocational education development status quo of Wushan County, points out the problems which omit exsits in the development of wushan vocational education and the future directions of the development of vocational education, that is, toward a market-led, Vocational Education Group, and enterprises and further open up channels of cooperation with the developed areas in the eastern part of a higher level of resources Optimal configuration. Finally, the article takes some strategies, which are used to promote vocational education development, from some aspects: Innovate ideas of running school, vocational education layout optimization, and the improvement of the quality of teachers, making school system faciles, policy and fund supporting, and establishing civil vocational education and strengthening international cooperation. The article expects to find a way that can make vocational education and labor force transfer develop well contemporary in Wushan County, providing useful suggestions for the whole of the vocational education development of the Three Gorges reservoir area...
