The study on the relationship issue between the government and the institutions of higher education is an eternal topic in the evolvement of Chinese higher education, and also a focus of the scholars studying the government attitudes in recent years. The relationship issue between the government and institutions is a key point along with the development of Chinese higher education and an important embodiment of transforming governmental function. To grasp the relationship correctly is very helpful for government to constitute and actualize higher education policy. For universities and colleges, it means to put the idea of setting up schools independently into effect and finally form the modern college system. In the market-oriented economical system, the main conflict between government and institutions lies in the power distribution and function disposition, and government is the main side of this conflict.The thesis will probe into the issue from five aspects. It is divided into five chapters to expatiate the reciprocal effect between government and institutions of higher education in the higher education structural reform.Chapter one is introduction. It explains the aim and the significance of the thesis, as well as the study at home and aboard, the investigation method, the hypothesis, the structure, and also the originality and deficiency of this thesisChapter two mainly illustrates the role and responsibility of the government and institutions in the higher education administration, and their relationship division.Chapter three shows the development and evolvement of the relationship between government and institutions of higher education in the west.Chapter four first recalls the historical development of the relationship between Chinese government and institutions of higher education, and presents the government-dominated mold in the higher education administration and its drawbacks. It analyzes the administrative flaws of the government-dominated mold in the development of the relationship between Chinese government and the institutions, and its main disadvantages in recent stage. The hierarchy rule is the basis of this mold, and to keep its authority and the stability is the foundation of this system. However, it contradicts the independent status of the universities and colleges and the system of sharing decision-making power. The universities and colleges became the major part and that causes the diversity of the interest group, dispersancy of the decision-making power, and the diffusibility of the authority. For these, and from recalling the higher education structural reform, no further progress has been made in dealing with the relationship between the government and the institutions. The key reason is that government is the major subject and the direct impetus, yet it is probably the resistance and the object in reform. Whether the structural reform can promote continuously and the aim of the reform can be realized, the sticking point lies in the government's ability to get along with the internal conflict in proper time, by proper means.Chapter five, on the basis of abundance of materials, according to reform facts about the function transformation continuously promoted by government, using the idea of "evaluating government" proposed by scholars home and abroad for reference. The idea of evaluating government refers to the government hold the control limits roundly and strategically, by the constitution and actualization of the investigation report and the leverage. By the emphasis on the exporting, and the redefining the educational goal according to the requirement of economic not individual, it offers a powerful method to control each school. The method can take everything in control yet it is invisible. Although the evaluation is not perfect developing in our institutions of higher education, and criticized by many scholars, it is no doubt an instructive way.and gives the reconstructuring of the reciprocal effect between government and higher education institutions in the transforming age. The writer conceives four models about it. In general, the major contradiction is the forming of the major status of the universities and colleges against the government-dorninated administrative mode, but they try to find a bounder land to live together peacefully and harmoniously. The bounder land is some degree, to which the relationship between government and institutions will be in dynamic balance by mutual reliance and resistance.
