Since 1980s, there has been a transition of paradigm in the reform and development of higher education in worldwide, that is, many states have jumped out from the Keynesian model to the market model in which market is retarded as the most effective means to the organization of educational resources.This makes higher education marketization become the mainstream of the development of educaiton in the world. As a set of series of phenomena and trends, higher education marketizaiton is a typical'double-edged sword'. If there were no external interventions, higher education marketization would be a process of'qualitative changes'triggered by'quantity changes', guided only by market this'invisible hand'. To demarcate in this multi-dimensional'continuum'is to find and set the points of'qualitative changes'and linked up with each point to form a multi- dimensional'boundary'. In this process, when the governments use market as the means of the reform of higher education through more purposeful control or deregulation, the balance of power is changing. In this course of tension alternating with relaxation, the interaction of the power of academic oligarchy and state authority and market demand identify the state's higher education system's academic direction and management pattern.Higher education marketization reform happened in Australia is a typical example for the international higher education's market-oriented reform. When thinking of the higher education marketization process and the evolution of the relationship among universities, government, the market triggered by the former, to carry out research on what happened in Australia can provide some useful inspirations. Where does higher education marketization come from? And where will it go? To what extent, it is beneficial to the development of higher education? In the course of marketization, what are the roles and positions of Government and the market in the field of higher education Respectively? Under the double influence of market economy and the state power consciousness, how can university maintain freedom and critical spirit, at the same time maximize the realization of social function? These are theoretical issues, but also practical issues.In this paper, the study was launched from the following aspects:On the part of the preface is the background, content, framework, method, as well as some clarification of important concept.The first part, first of all, made it clear that Continuum and Ideal Type proposed by Max Weber are the most important study tools in this paper. Secondly, from the perspective of combination between continuity and discontinuity, this paper studies the nature of the process of the higher education marketization and the relationship among university, government and market in depth by using the study tools of continuum and ideal type, which provides some special standars of"purely logical form"for the follow-up research.The second part studies the vertical track of the process of higher education marketizaiton in Austrlaia from the perspective of policy analysis by using the tool of the ideal type.With the process continuously pushing forward, The impact of the market on higher education continued to deepen. Australia's higher education marketization displays the characteristics of development from the market means to the market objectives and market ethica.The third part, from the macro-management level and the policy level, studies the development and evolution of the relationship among universities, government and the market in the process of higher educaiton marketization in Australi. Combining dynamic and static analysis methods, this paper expounds the evolution of the idea of university and the transformation of the role and management method of government as well as the recessive and dominant power relationship among university, government and market behind the representation of higher education marketization in Australia.The fourth part, on the basis of previous research, this paper studies some contradictions in higher education field triggered by higher education marketization, that are, public and private properties, consumerism culture, homomorphism and diversification, executive powers and academic power of university in Australia.The fifth part summarizes and addes the previous studies, discusses some issues about appropriate development of higher education marketization, reasonable roles of government and market, the necessity of maintaining the autonomy of the university, as well as the development of higher education marketization and other related issues in China.
