In recent years,with the rapid development of China’s higher vocational education,the number of colleges and universities,as well as students in school has all increased significantly,along with the more reasonable industry distribution,the more comprehensive specialty setting,and the gradually improving teaching quality.As a result,it has reduced the huge demand gap of enterprises for skilled talents,met the needs of a large number of young people in society to receive vocational skill education,improved the quality of labor force,and also made important contributions to solve the employment problem.However,compared with the urgent needs of the rapid economic and social development of our country for vocational education,the more mature vocational education system in developed countries,and also the important role of vocational education in manufacturing industry,there are still many deficiencies in the development of vocational education in our country.To solve these problems,the State Council has put forward the policy of "government overall management,social pluralism" and pointed out the direction for the development of Higher Vocational Education in China.Therefore,taking Shaanxi Province as an example,this paper analyzes the factors that restrict the development of higher vocational education,which is managed by the government as a whole and run by the society in multiple ways,so as to put forward ideas and Countermeasures for the diversified development of higher vocational education.Based on the theory of public goods,the theory of government regulation and the theory of educational cost sharing,according to the overall situation of the diversified development of Higher Vocational Education in Shaanxi Province,this paper analyzes the existing problems of Higher Vocational Education in Western Shaanxi Province from four aspects of government,colleges,enterprises and industries,such as: the lack of government overall planning and the participation of social forces The enthusiasm of running a school is not strong,the deviation of self construction of colleges and universities appears,and the ability of industry guidance is weak.Based on the investigation of the current situation of the development of Higher Vocational Education in Shaanxi Province,this paper finds out that the influencing factors that restrict the formation of the development pattern of vocational education of "government overall management and social diversification",include: 1.The outdated idea of running a school and the inaccurate orientation;2.The imperfect financing system of the diversified main body of running a school;3.The insufficient function of the government;4.The absence of the role of the diversified main body of running a school.Based on the evaluation of the effects of these factors,the relevant forces of public economics and public management,learn from the advanced experience of vocational education at home and abroad in Germany,Australia,Jiangsu Province,etc,and also combining with the author’s years of work in Colleges and universities,the paper puts forward the following solutions,and aims to contribute to the development of Higher Vocational Education in China.These measures are: 1.Improve the prejudice of all sectors of society on vocational education is a necessary step;2.Improve the diversified financing system for running a school is an urgent task;3.The fundamental strategy is to improve the government management mode and strengthen the diversified function of the government;4.Trade Association’s participation in higher vocational education is a long-term guarantee.
